State Responsibility

It is essential that both host states and those from which companies dedicated to the extraction of natural resources originate (home states) assume responsibility for the impact that these activities have on the full enjoyment of rights in Latin American.

The extraction of natural resources is an important source of income in Latin America. States play an important role: they have the ability to promote and facilitate private investment in this field and to regulate it in accordance with existing national and international regulatory frameworks. 

DPLF believes that it is essential that both host states (where the activities take place) and those from which the companies originate (home states) attempt to reduce the negative impact of extraction activities, and that they assume their responsibility for the impact of these activites where this exists. For this reason, DPLF addresses these issues with the legal and institutional mechanisms available and promotes the creation of national and international legal frameworks equipped to respond to these challenges.
